§192-1 License Required.
No person shall operate a bicycle customarily kept within the City thoroughfare without every year obtaining a license therefor, as authorized by § 349.18, Wis. Stats., from the Police Department.
§192-2 Application.
Application for license shall be made to the Police Department of the City of St. Francis upon blanks provided by said Department which shall be signed in duplicate by the applicant and contain the name, date of birth, and address of the owner, together with a complete description of the bicycle. Upon proper application and payment of a license fee to the Police Department of the CIty of St. Francis said Department is hereby authorized to issue upon written application therefor bicycle licenses which shall be effective for one calendar year, which license, when issued, shall entitle the licensee and authorized persons after a corresponding license card and license tag have been secured to operate such bicycle for which said license upon the streets, alleys and public highways thereof in the City of St.Francis. The Police Department shall keep a record of the date of issuance of each license, to whom issued, and number thereof. Licenses shall be serially numbered and kept on file in the Police Department's office.
§192-3 Fees.
The fee for a license for each bicycle shall be as provided by the current fee schedule on file with the City Clerk. All license fees collected under this section shall be paid into the general fund of the City. Duplicate licenses shall not be issued when the original is lost, destroyed or stolen. A replacement license shall have the same fee.
§192-4 Issuance of Tag.
After payment of the required fee, the license tag shall be affixed to the bicycle frame as directed by the Police Department and shall remain so affixed until license renewal.
§192-5 Term of license.
Bicycles under the provisions hereof shall be licensed on May 1 and annually thereafter.
§192-6 Plates not to be mutilated.
It shall be unlawful for any persons to willfully or maliciously remove, destroy, mutilate or alter the number of any bicycle licensed pursuant to this section. Within seven days after any bicycle licensed hereunder shall change ownership or be dismantled and taken out of operation, the person in whose name the bicycle has been licensed shall report such information to the City Clerk, who shall immediately forward such information to the Police Department. It shall also be unlawful for any person to remove, destroy, mutilate or alter any license plate, seal or license card during the time in which such license plate, seal, or license card shall operate.
§192-7 General Regulations and equipment.
Every license issued hereunder shall be deemed to be granted subject to the following conditions:
A. Every person propelling or riding a bicycle upon a public roadway shall be subject to the provisions of all ordinances and state laws applicable to the operator of any vehicle, except those provisions with reference to equipment of vehicles and except those provisions which by their nature would have no application.
